Abstract:

One fifth of the world's official development assistance (ODA) is channelled to or through Non-Governmental Organizations (NGOs). Much of this money is aimed toward funding local NGOs initiatives for supporting national development efforts, whether in their role as social auditors or as direct providers of a wide range of public goods and services. This led within the last two decades that local NGOs become donors’ privileged allies in the development world.

The phenomenon requires careful attention, since a great deal of today's development literature, including donors' official reports and independent studies, highlight that involvement of local non-governmental structures (local NGOs) leads to better development outcomes. Using the case of Honduras, this research will take a focused approach by looking uniquely at the sector of education to see whether or not the participation of local NGOs in projects had an impact on education outcomes.
